7 Vietnamese pangasius exporters entitled to anti-dumping duty exemptions in latest US review

Last week, the DOC released the final results of the 20th administrative review of anti-dumping duties on frozen pangasius fillets imported from Vietnam into the U.S. from August 1, 2022 to July 31, 2023.

The review concluded that seven Vietnamese companies are entitled to a zero-percent anti-dumping duty, including Bien Dong Seafood Co. Ltd./Bien Dong Hau Giang Seafood JSC, Can Tho Import-Export Seafood JSC, Dai Thanh Seafoods Co. Ltd., Dong A Seafood One Member Co. Ltd., Hung Ca 6 JSC, Nam Viet Corporation, and NTSF Seafoods JSC.

The DOC determined that Bien Dong Seafood Co. Ltd./Bien Dong Hau Giang Seafood JSC did not sell frozen pangasius fillets at less than fair value during the 20th administrative review period.

The six remaining companies demonstrated eligibility for separate rates and were assigned the same zero-percent duty rate as Bien Dong.

VASEP noted that Vinh Hoan Corporation, a leading Vietnamese pangasius exporter, was not included in the duty exemption list because it had been excluded from the scope of anti-dumping duties.

This exemption stems from an agreement reached between Vietnam’s Ministry of Industry and Trade and the United States Trade Representative.

The duty rate remains unchanged at US$2.39 per kilogram for other Vietnamese exporters not covered by the review.

Pangasius remains one of Vietnam’s key seafood export products, generating billions of U.S. dollars in revenue. 

Pangasius fillets account for some 80 percent of Vietnam’s total pangasius exports to global markets.

The U.S. is one of Vietnam’s primary export destinations, making U.S. trade policies and tariffs critical to the country’s pangasius sector.

According to data from the General Department of Vietnam Customs, pangasius exports to the U.S. totaled $41 million last month, surging 35 percent year on year.

Total exports in the first five months of 2025 reached $142 million, up seven percent over the same period last year.
