The signing ceremony took place at the 12th Northern Region Industry and Trade Conference 2026, co-organized by the Ministry of Industry and Trade and the Hai Phong People's Committee.
The MOU builds on the two parties' ongoing cooperation and formalizes their commitment to helping Hai Phong businesses reach global opportunities through e-commerce exports.
The MOU is built on the Ministry of Industry and Trade's National Ecommerce Development Plan for 2026-30, the Hai Phong E-commerce Development Plan for 2026-30, and the city's 'Local Go Global' Program.
As per the deal, both parties will jointly provide training and guidance for hundreds of prospective businesses in the city's key export industries on e-commerce export opportunities and pathways through Amazon.
They will also organize in-depth, industry-specific training combined with one-on-one guidance from the Amazon Global Selling team on an annual basis, with the first program planned for 2026.
The parties will support qualified businesses in setting up stores, building their brands, optimizing operations, and officially selling on Amazon.
They will share information on product opportunities, standards, regulations, and consumer trends in key export markets.
They will also connect businesses with a network of export support services, including cross-border logistics, international payments, and digital marketing, to help them bring their products to international customers more quickly.
"Given its position as a port city and the industrial and logistics hub of northern Vietnam, Hai Phong has many favorable conditions for businesses to pursue cross-border e-commerce exports," said Vu Thi Kim Phuong, deputy director of the Hai Phong Department of Industry and Trade.
"The city views its cooperation with Amazon Global Selling Vietnam as a practical step to help businesses, especially small and medium enterprises, become familiar with this new export method and bring Hai Phong brands to international consumers via its products.
"The Hai Phong Department of Industry and Trade will work closely with Amazon Global Selling Vietnam throughout implementation, so that today's MOU soon delivers tangible results for businesses and contributes to the city's e-commerce goals for 2026-30."
Hai Phong has clear advantages for e-commerce exports, with a diverse production base and well-connected logistics infrastructure.
"That potential will be fully realized when local businesses have the knowledge, tools, and support networks to confidently expand globally," said Larry Hu, head of Amazon Global Selling Southeast Asia.
"This MOU is an important step for Amazon Global Selling Vietnam to pursue that goal in a structured way, working with the Department of Industry and Trade to reach the right businesses with the right support.
"We look forward to seeing brands bearing the Hai Phong mark soon join Vietnam's journey to becoming the region's e-commerce export hub."
As a major industrial and logistics hub of northern Vietnam, Hai Phong has deep-water seaports, an international airport, and expressway and rail networks connecting production areas directly to the rest of the world.
With strengths in textiles and footwear, wooden products and furniture, packaging, plastics and toys, and electronics and household appliances, Hai Phong businesses are well positioned to shift from traditional exports to brand-building and e-commerce exports.
The 'Local Go Global' program for 2026-30, issued by the Hai Phong People's Committee, provides the policy framework for this direction.
In 2025, Vietnam's e-commerce market was estimated at US$38.5 billion, up 21 percent year on year, while B2C cross-border e-commerce turnover reached approximately US$4.5 billion, according to the Vietnam E-commerce Association.
E-commerce exports allow businesses to build their own brands and sell directly to international consumers.
