The shooting occurred on April 7 on Kinh Do 1 Street in Vinhomes Ocean Park 2, a modern urban area in Nghia Tru Commune, Hung Yen, following a collision between a car and a motorbike ridden by Tran Bao Vu, a 27-year-old Vietnamese man from northern Lao Cai Province.
Witnesses said the foreign man in the car appeared agitated, handled a firearm, and chambered a round before a shot was fired from the vehicle, but no casualties were reported.
Meanwhile, Vu sustained minor abrasions in the collision and his motorbike was damaged, according to Nguoi Lao Dong (Laborer) newspaper.
The foreigner then fled the scene in the car with a woman inside.
Investigators recovered a spent shell casing at the site and sent it for forensic examination.

Using surveillance footage and vehicle registration data, police determined the car was used by N.T.N., 32, a Vietnamese woman of Hung Yen, whose husband is Y.H., 38, a Chinese national.
The couple were believed to be inside the vehicle when the crash occurred, and H. was suspected of firing the shot.
Authorities said H. moved across multiple localities and switched vehicles in an attempt to avoid detection.
About a day after the incident, Hung Yen police coordinated with their counterparts in north-central Nghe An Province to intercept him and bring him in for questioning.
At the police station, H. admitted to firing a single shot during the collision before fleeing.
During his escape, he threw the gun into the Red River near the Binh Minh ferry in Me So Commune, Hung Yen to dispose of the evidence.
Police in Nghia Tru Commune have completed the case file and transferred it to local authorities for further investigation and handling in accordance with the law.
