Following instructions from Vietnam’s Traffic Police Department, officers from the An Giang traffic police unit investigated the incident after footage of the vehicle circulated on social media.
The video showed the convertible traveling along National Highway 91 through Long Xuyen Ward at around 4:30 pm on Wednesday.
Police identified the driver as L.N.T.H., a 22-year-old resident of Dong Thap Province, southern Vietnam.
He was found to have carried passengers who were not wearing seat belts despite the vehicle being equipped with them.
Authorities issued an administrative violation record against the driver.
Under Government Decree 168 on road traffic safety violations, drivers who fail to wear seat belts face fines of VND800,000 (US$31) to VND1 million ($38).
Police also fined two passengers identified as N.T.D., 19, from An Giang, and T.T.T., 25, from Can Tho City, southern Vietnam, for not wearing seat belts.
Each passenger faces a fine of VND350,000 ($13) to VND400,000 ($15), in accordance with the decree.
The Traffic Police Department warned that reckless behavior on roads that endangers traffic safety could, in serious cases, also be considered a disturbance of public order.
