Da Nang proposes $3.8 night-shift support for beach personnel

The proposed policy would apply to rescue and emergency response teams, security and public order personnel, environmental sanitation workers, and staff responsible for protecting coastal landscapes.

On May 10, the city’s Department of Culture, Sports, and Tourism said it was collecting public feedback on a draft resolution to be submitted to the municipal People’s Council regarding the support policy.

According to the draft, eligible beneficiaries include civil servants, public employees, and contract workers employed by state agencies and public service units who perform tasks such as rescue operations, public order management, environmental protection, inspections, and night-duty coordination at beaches.

Earlier, during a first-quarter socio-economic and national defense-security meeting organized by the Da Nang People’s Committee, Truong Thi Hong Hanh, director of the municipal Department of Culture, Sports, and Tourism, said occupancy rates at four- and five-star hotels in the city were expected to remain around 90 percent through the end of 2026.

According to Hanh, while the high occupancy rate is a positive sign for tourism, it also creates pressure on authorities to ensure public security, food safety, and traffic safety, especially in tourist-heavy coastal areas such as Hoang Sa, Truong Sa, and Vo Nguyen Giap Streets.

She noted that the beachside road areas attract large crowds of visitors, particularly during lunchtime and after office hours, especially from 7:00 pm to 10:00 pm, making duties especially demanding for frontline personnel.

The proposed policy is intended to better reflect the workload of night-duty personnel and support personnel working at beaches.

According to the draft resolution, the night-shift support policy is expected to help improve rescue and emergency response efforts, maintain public order, and preserve the landscape and environment of Da Nang’s coastal areas.
