Under the draft resolution, the fee would apply to organizations and individuals visiting the site, while the Hoi An Dong Ward Public Service Supply Center would be responsible for collecting the charges.
The proposal includes exemptions for children, people from poor households, journalists, researchers, members of the Vietnam Heritage Association, and people with severe disabilities.
A 50-percent discount would apply to war contributors, elderly people, individuals with serious disabilities, students at ethnic minority boarding schools, residents in disadvantaged areas, and people eligible for preferential cultural policies.
Under the draft, visitors eligible for multiple preferential categories would receive only the highest applicable discount.

The fee-collecting unit would retain 50-percent of total revenue for site management, operations, and activities, while the remainder would be transferred to the state budget in accordance with regulations.
The proposal follows a separate consultation launched by Da Nang's Department of Culture, Sports and Tourism on entrance fees for major museums in the city, with proposed ticket prices ranging from VND20,000 ($0.76) to VND60,000 ($2.28).
Cam Thanh nipa palm forest, also known as Bay Mau nipa palm forest, is one of the two most-visited tourist attractions in the Hoi An area.
The tourist site receives around one million visitors annually, generating tens of billions of Vietnamese dong in ticket revenue and supporting the livelihoods of thousands of local households.
