Hoa Khanh Ward in Da Nang City, central Vietnam is rolling out a surveillance camera system to monitor pollution hotspots and illegal waste dumping sites across the ward.

According to the ward's economic, infrastructure, and urban development office, a review identified 29 locations that frequently experience waste accumulation and recurring pollution.

The cameras are intended to help authorities promptly detect, prevent, and handle illegal dumping of household waste, construction debris, soil, rocks, bulky waste, and unauthorized waste burning or waste storage at locations prone to pollution.

The system will also provide visual data for investigations and serve as a basis for handling violations, maintaining sanitation results after clean-up efforts, gradually reducing spontaneous dumping sites, and raising public awareness of environmental regulations.

The ward police are responsible for directly managing, monitoring, and utilizing footage from the camera system.

When violations are detected, police officers will extract footage and verify details including the time, location, vehicles involved, offenders, vehicle owners, waste generators, construction site owners, or transport units.

They will then coordinate with relevant agencies to prepare case files and propose penalties within their authority.

If sufficient evidence is found, violating organizations and individuals will be sanctioned in accordance with regulations and required to collect, transport and properly dispose of the waste, as well as remedy any environmental damage.

The Hoa Khanh Ward People's Committee also said that three inspection teams have been established to tackle illegal waste dumping and burning in some areas.

The teams are tasked with conducting inspections, carrying out surveillance operations, catching offenders in the act, issuing violation records, and recommending administrative penalties against those who illegally dump, stockpile or burn waste, soil and sludge.

For large-scale or serious violations, authorities may compile case files and propose criminal prosecution for environmental pollution offenses to strengthen deterrence.
