The administration of Hoa Khanh Ward has announced new regulations to encourage public participation in environmental protection.
The ward’s police agency will serve as the 24/7 contact point for receiving reports.
Residents can report violations directly at the police agency at 483 Ton Duc Thang Street or by calling 02363.841.663.
Reports must include the time and location of the incident, photos or videos showing the violation, and details about people or vehicles involved, including license plate numbers, as well as an estimate of the type and quantity of waste.
Evidence must be original and verifiable.
The ward said the contact information of people submitting reports will be handled separately and kept confidential in accordance with regulations.
Successful reports that help identify violators and lead to penalties will qualify for the VND1-million reward.
Each case is rewarded only once, with priority given to the earliest valid report.
Simply cleaning up waste without identifying the violator does not qualify.
People providing information may request anonymity and choose to receive the payment via bank transfer or cash.
Payments will follow approved procedures and funding sources.
The ward administration strictly prohibits false reports, staged incidents, collusion to commit violations, using complaints to defame or harass others, or obstructing state agencies from performing their duties.
The ward's economic, infrastructure and urban affairs division previously told Tuoi Tre (Youth) online newspaper that surveillance cameras had been installed at 29 illegal dumping hotspots across the area.
