Under the Vietnamese government’s decree on digital identification and authentication, foreigners who hold valid permanent or temporary residence cards in the national immigration database — and are aged six or older — can apply for level-1 or level-2 digital ID accounts, depending on their needs.
Children under six may also be granted level-1 accounts upon request.
The level-2 digital ID accounts allow foreigners to access various digital services, including identity verification for banking transactions, housing registration, public services, and storage of electronic residence cards and legal documents through the VNeID application.
To support the campaign, the provincial police department’s immigration unit has mobilized personnel, technical equipment, and digital infrastructure to ensure applications are processed quickly and in compliance with prevailing regulations.
Authorities have also ramped up multilingual public awareness efforts using images and videos to inform the foreign community about the benefits of digital ID accounts.
