The Khanh Hoa traffic police department on Sunday said it had completed its initial investigation and handed the case to the provincial criminal police.

The move followed the circulation of a video on social media showing a foreign woman riding a motorcycle while lying on the seat on public streets, prompting public outrage and road safety concerns.

Police identified the rider as a 34-year-old Russian national living in Nha Trang, who admitted to performing the stunts while riding in parts of Khanh Hoa Province, authorities said.

Investigators determined the motorcycle had been transferred through multiple owners before being given to the woman, saying the case showed signs of the offense of 'disturbing public order' under Vietnamese law.
