Hanoi is exploring a future that could include flying taxis, drones, and AI-powered airspace management as part of its long-term smart city development plan.

Under the capital’s master plan with a 100-year vision, as reported by official government channels, the city aims to develop new economic models and advanced urban infrastructure, including what officials call a 'low-altitude economy.'

Under this model, Hanoi plans to promote innovation-driven development, build a 3D digital urban platform, and improve policy and regulatory frameworks.

The city will develop dedicated zones for trade and transport using flying taxis, drones, and smart urban monitoring systems.

Hanoi envisions a low-altitude transport network connected through hubs, transfer stations, and landing points spread across the city.

The system would support connections between logistics centers, tech hubs, residential areas, and industrial zones.

To manage this airspace, the city plans to develop an AI-integrated operational platform to manage the multi-layered airspace and high-bandwidth telecommunications infrastructure capable of supporting real-time operations, according to news site VOV.

Hanoi aims to become a national center for research, development, and manufacturing of low-altitude technologies, with the Hoa Lac Hi-Tech Park serving as its core.

The city also plans to establish 'sandbox' zones where new technologies and regulations can be tested before wider deployment.

Authorities are studying safe flight corridors below 3,000 meters and focusing on applications considered both practical and economically beneficial. These include medical transport, express delivery, logistics services, flying taxis, infrastructure inspection, environmental monitoring, and smart city management.

Beyond flying transport, Hanoi’s long-term plan also highlights the development of the night-time, green, and circular economy models aimed at reducing emissions and improving climate resilience.

Another major focus is the so-called 'silver economy,' centered on services and technologies for older adults. Hanoi plans to expand healthcare and elderly support services through digital transformation and green innovation.

The city wants to improve continuous healthcare services ranging from home care and community support to specialized medical facilities, while using technology to help monitor health and assist daily living.

Authorities are also proposing a support fund to encourage businesses to develop products and services for senior citizens and help them access these services more easily.

Plans also include the establishment of a Hanoi Silver Economy Development Center focused on infrastructure investment, research, innovation, and elderly care services.
