City officials said the proposed changes are aimed at better managing private vehicle use, gradually reducing traffic in the city center, and encouraging the development of public transport.
They said the policy is also intended to improve traffic culture and raise public awareness about the use of roads and sidewalks.
Under the proposal, parking fees would rise significantly, especially in central and inner city areas.
In the urban core, including major streets such as Dinh Le, Ly Thai To, Tran Hung Dao, Hang Dao, Hang Ngang, and Quan Su, monthly car parking fees would increase from VND240,000 ($9.1) to VND400,000 ($15.2) per square meter.
In areas inside Beltway No. 1 but outside the urban core, the increase would be even steeper, with fees rising 2.4 times from VND150,000 ($5.7) to VND360,000 ($13.7) per square meter per month.
Between Beltway No. 1 and Beltway No. 2, fees would double from VND80,000 ($3) to VND160,000 ($6) per square meter per month.
Between Beltway No. 2 and Beltway No. 3, the proposed rate would also double, rising from VND60,000 ($2.3) to VND120,000 ($4.6) per square meter per month.
The proposal also includes changes to fees for motorcycles and bicycles.
In the urban core, fees for those vehicles would rise from VND135,000 ($5.1) to VND220,000 ($8.4) per square meter per month.
In other areas, the city has proposed a general 100-percent increase from current rates.
