Hanoi to restrict traffic on key routes for UN cybercrime convention signing event

Hanoi will temporarily close and restrict traffic on several major roads this weekend to ensure security and order during the signing ceremony for the United Nations Convention against Cybercrime and related events, the Hanoi Traffic Police Division announced on Thursday.

The ceremony will be held at the National Convention Center at No. 2 Thang Long Boulevard in Tu Liem Ward on Saturday and Sunday.

Traffic restrictions will be in effect from 6:00 am to 10:00 pm on Saturday and from 6:00 am to 4:00 pm on Sunday.

During these periods, trucks with a total designed weight of 1.5 metric tons or more and passenger vehicles with 16 seats or more will be prohibited from entering designated routes.

Exceptions apply to buses, garbage trucks, emergency vehicles, police and military vehicles, and other priority vehicles under Vietnamese law.

Other vehicles will also face limited access to several major streets, including Kim Ma, Nguyen Chi Thanh, Tran Duy Hung, Pham Hung (from Me Tri Street to Thang Long Boulevard), Do Duc Duc, Mieu Dam, the elevated Ring Road No. 3 (from Ho Tung Mau Street to Thanh Tri Bridge and vice versa), and the Thang Long Boulevard frontage road (from Pham Hung Street to the overpass at Provincial Road 70).

To ease congestion, city police have outlined alternative routes.

Vehicles traveling from Hai Phong, Hung Yen, and Bac Ninh toward Phu Tho, Thai Nguyen, or Tuyen Quang should take the Thanh Tri Bridge – Hanoi–Bac Giang Expressway – National Highway 18, and vice versa.

Those heading toward Phu Tho, Son La, or Dien Bien are advised to use the Thanh Tri Bridge – Do Muoi – Ngoc Hoi – Phan Trong Tue – Cau Buou – Phuc La – Le Trong Tan – National Highway 6, and vice versa.

Vehicles on Vo Van Kiet Street and the Thang Long Bridge traveling toward Thang Long Boulevard should use Pham Van Dong – Ho Tung Mau – Cau Dien – National Highway 32 – Provincial Road 70, and vice versa.

The Hanoi police urged drivers to follow traffic laws and obey on-site officers' instructions.

When encountering a convoy of priority vehicles, drivers must yield immediately at the nearest intersection or side street.

First proposed in 2019, the UN Convention against Cybercrime, also known as the Hanoi Convention, was officially adopted by the UN General Assembly on December 24, 2024, following 30 months of negotiations between February 2022 and August 2024.

Vietnam played a leading role throughout the process, hosting multiple rounds of dialogue and proposing key principles such as respect for national sovereignty in cyberspace and international cooperation, which received broad international support.

The two-day event will include opening and closing sessions, a formal signing ceremony, plenary discussions, four high-level policy dialogues, and four roundtable exchanges.

Both Vietnamese State President Luong Cuong and UN Secretary-General Antonio Guterres are expected to deliver keynote speeches during the opening session.
