By the afternoon, downpours had submerged major roads including Thai Ha, Thai Thinh and Tran Quang Dieu, where floodwaters reached an adult’s waist.
Vehicles stalled mid-commute, with many motorbikes and cars left stranded in deep water.
Serious flooding was also reported on Luong Dinh Cua, Pham Ngoc Thach, Nguyen Chi Thanh and at the Nga Tu So intersection.

In the Resco residential complex, floodwaters inundated access points to a local school.
One parent told Tuoi Tre (Youth) newspaper that guards at Co Nhue 2 Middle School restricted student departures until parents arrived.
Military vehicles were later dispatched to evacuate students to nearby Pham Van Dong Street for pickup.

As of 1:00 pm, Hanoi had reported 65 locations with significant flooding, according to the Hanoi Sewerage and Drainage Company.
Rainfall intensified between 11:00 am and 1:00 pm, with some areas receiving over 150 mm in just two hours.

The heaviest recorded rainfall was 319.6 mm in O Cho Dua Ward, while Vinh Thanh Commune saw over 310 mm.
The Northern Meteorological Center forecasts continued moderate to heavy rainfall and thunderstorms in Hanoi through Tuesday evening due to the remnants of storm Bualoi.
Bualoi, the 10th storm to enter the East Vietnam Sea this year, made landfall in north-central Ha Tinh Province early Monday.
