Ho Chi Minh City adds 750-hectare VSIP 4 Binh Duong industrial park

The Ho Chi Minh City People’s Committee has approved the investment policy and investor for the Vinh Lap Industrial Park project, also known as VSIP 4 Binh Duong, with a first-phase investment of more than VND9.7 trillion (US$369.2 million), a leader of the Ho Chi Minh City Export Processing and Industrial Zones Authority told Tuoi Tre (Youth) newspaper on Saturday.

VSIP 4 Binh Duong was among five industrial park projects that received investment certificates in Singapore on Friday in the presence of Vietnamese Party General Secretary and State President To Lam and Singaporean Prime Minister Lawrence Wong during the Vietnamese leader’s state visit to the city-state.

The other projects were the Ha Nam High-Tech Park (VSIP Ha Nam) in Ninh Binh Province, Tien Lang 2 Industrial Park (VSIP Hai Phong 2), phase 2 of the Tho Loc Industrial Park (VSIP Nghe An 4), and VSIP Hue.

According to Vietnam Singapore Industrial Park (VSIP) joint venture, the project developer, VSIP 4 Binh Duong is strategically located north of Ho Chi Minh City with convenient transport connections.

The industrial park is planned as a green industrial zone prioritizing high technology and advanced processing and manufacturing industries.

VSIP 4 Binh Duong will be developed in Phu Giao Commune, Ho Chi Minh City, formerly Tam Lap Commune in Phu Giao District of the former Binh Duong Province.

The project covers more than 750 hectares, including over 497 hectares in the first phase.

Construction is scheduled for the 2026-31 period.

To support the development of the Vietnam-Singapore industrial ecosystem, Becamex Corporation, a state-owned enterprise under the Ho Chi Minh City administration, and the Advanced Remanufacturing and Technology Centre under Singapore’s Agency for Science, Technology and Research signed a memorandum of understanding to establish the Vietnam Advanced Manufacturing Research Center.

The research center is meant to enhance the competitiveness of Vietnam’s industrial sector and form an industrial ecosystem linked to research and innovation.

It is expected to help shift the country’s competitive advantage from low-cost production to technology- and skills-based manufacturing with higher productivity and added value.

Binh Duong, now merged into Ho Chi Minh City, was home to Vietnam’s first VSIP project.

After 30 years of cooperation, VSIP industrial parks have expanded to multiple localities across the country, becoming major destinations for investment and creating hundreds of thousands of jobs while serving as a symbol of Vietnam-Singapore cooperation.

The addition of the five newly approved industrial parks, including VSIP 4 Binh Duong in Ho Chi Minh City, brings the total number of VSIP projects nationwide to 26, moving Vietnam closer to the goal of 30 VSIP projects set by the leaders of Vietnam and Singapore.
