Ho Chi Minh City backs US semiconductor giant AMD’s R&D investment

The city will guide AMD through a phased roadmap, starting with a pilot stage at the Electronics and Semiconductor Center within the park, before expanding the investment in line with local regulations.

Vietnamese professionals will be prioritized for employment in AMD’s R&D projects.

Authorities have pledged support through preferential policies, streamlined legal procedures, shared infrastructure, equipment, laboratories, and software to facilitate research, training, and technology development.

During the pilot phase, R&D efforts are expected to focus on artificial intelligence (AI) solutions and digital assistants designed to enhance the operation of the city’s two-tiered local government model and accelerate its digital transformation.

The Saigon High-Tech Park Management Board will coordinate with AMD and its partners to showcase the investment environment, oversee the pilot R&D center, and guide procedures for the subsequent expansion phase.

In parallel, the city plans to work with AMD on programs to train high-quality talent in electronics, semiconductors, and AI, aiming to produce at least 9,000 university-level professionals for the semiconductor sector by 2030.

The municipal People’s Committee will provide guidance, helping AMD coordinate with local departments, agencies, educational institutions, and universities.

The city will also support AMD’s involvement in education, healthcare, data center development, and digital infrastructure projects in line with regulations, while exploring controlled pilot mechanisms for digital infrastructure to further advance digital transformation.
