Ho Chi Minh City expands worker housing plans with 15,000 new apartments

Ho Chi Minh City has added 15,000 apartments to its worker housing development program, raising the total number of planned units under partnership agreements to 115,000, as the city seeks to ease housing pressures on workers.

On Monday, the Ho Chi Minh City Labor Federation signed memorandums of understanding with Le Nguyen Construction and Land Filling Co. Ltd. and Go Holdings Group JSC to cooperate on worker housing projects.

Under the latest agreements, Le Nguyen pledged to complete at least 5,000 housing units, while Go Holdings was committed to developing a minimum of 10,000 units by 2030.

To date, the Ho Chi Minh City Labor Federation has partnered with six companies, including Hoa Sen Group, Phu Cuong Group, IPC, and LNT 7979, to develop a total of 115,000 housing units for workers.

The figure is expected to make a significant contribution toward the city’s target of building 200,000 social housing units by 2030 under Plan No. 06-KH/TU issued by the municipal Party Committee.

The projects are aimed not only at providing housing, but also at developing integrated infrastructure and on-site amenities, including entertainment, education, and healthcare services for workers.

Rental housing seen as ‘strategic pillar’

Discussing the feasibility of the program, Ho Mai Hung, chief executive officer of Go Holdings Group JSC, said rental housing development reflects urgent and genuine demand in major urban areas.

“Focusing on rental housing through 2030 is a strategic pillar that will help workers feel secure in their jobs while contributing to more sustainable urban development,” Hung said.

In the initial phase of the partnership, the companies will prioritize research and project development in the Binh Khanh area of Can Gio Commune, where around 3,000 housing units are planned.

The broader roll-out across Ho Chi Minh City will depend on the results of this pilot project.

The parties also pledged to ensure transparency in selecting eligible beneficiaries.

The review process for applications to buy, rent or hire-purchase the homes will be closely coordinated to ensure support reaches the intended recipients and to prevent policy abuse.

Under current regulations, five beneficiary groups will be prioritized during the approval process, with particular focus on workers and laborers who do not yet have stable housing or are living in unsafe temporary accommodations.
