Ho Chi Minh City proposes community service for traffic offenders

The proposal, submitted by the municipal People’s Committee, would require traffic violators to perform public work such as cleaning streets or parks in addition to paying fines.

The city’s public security department has been tasked with working with relevant agencies to draft recommendations to amend national laws, following a directive by Deputy Prime Minister Tran Hong Ha.

The Ministry of Public Security and the Ministry of Justice have been instructed to review and propose legal revisions to the Law on Handling Administrative Violations to allow new forms of penalties, including community labor.

The proposition is part of a broader plan to promote safer and more sustainable urban transport.

Hanoi and Ho Chi Minh City have been assigned to develop ‘safe transport city’ programs that encourage shifts from private vehicles to buses, metro systems, and low-emission alternatives.

Authorities also plan to step up enforcement against illegal commercial transport and reclaim sidewalks for pedestrians.
