The proposals were made during a visit to Moscow, Russia from November 4 to 7 by a Ho Chi Minh City Party Committee delegation led by deputy Party secretary Dang Minh Thong.

At a meeting with Moscow City Duma chairman Alexey Shaposhnikov on November 6, Thong expressed interest in the Russian capital’s achievements in urban governance, public transportation, metro network planning, and digital transformation.

He proposed that Moscow share its expertise in planning and developing metro and urban railway networks, as Ho Chi Minh City seeks to improve its public transportation system.

The Vietnamese metropolis also hopes to expand cooperation in digital government and the use of AI and other technologies to manage traffic, infrastructure, the environment, and essential public services.

Thong called for more frequent exchanges between officials from the two cities and proposed updating their 2003 cooperation agreement to reflect new priorities.

He also sought Moscow’s support in connecting businesses in science and technology, innovation, urban infrastructure, logistics, healthcare, pharmaceuticals, and high-tech agriculture.

Another proposal involved establishing a cooperation mechanism between the Moscow City Duma and the Ho Chi Minh City People's Council.
