The Ho Chi Minh City People's Committee has approved the investment policy for the project under a public-private partnership model using a build-transfer contract that does not require payment from the city budget.
The project includes the construction of two pedestrian bridges and the renovation of Pier B and Pier C-Ba Son in Saigon Ward.
Each pedestrian bridge will feature steel structures, elevators for accessibility, and artistic lighting.
One bridge will be built at the Nguyen Hue-Ton Duc Thang intersection in front of the Majestic Saigon Hotel, while the other will be located at the Thai Van Lung-Ton Duc Thang junction near The Landmark building.
Both bridges are expected to be completed before April 30, 2026.
The project is designed to create a safer and more enjoyable walking environment for residents and tourists, particularly those traveling between Nguyen Hue Pedestrian Street, the Ba Son area, and the Saigon River waterfront.
Currently, pedestrians must cross the frequently busy Ton Duc Thang Street to reach Bach Dang Wharf, creating a situation that often leads to traffic congestion and safety risks.
In addition to the bridges, Pier B and Pier C-Ba Son, located along the Saigon River, will be upgraded into greener and more visually appealing public spaces.
Landscaped areas and decorative features will be added, with Pier C planned to become a small 'flower-filled island' serving as a new scenic highlight along the river.
The project carries a price tag of about VND80 billion (US$3 million), with VND50 billion ($1.9 million) allocated for the two pedestrian bridges and the remainder for upgrading Pier B and Pier C.
The municipal Department of Finance was tasked with coordinating with relevant agencies and the administration of Saigon Ward to guide procedures in line with the Law on Public-Private Partnerships.
The Department of Construction will oversee implementation to ensure quality, progress, and aesthetics, with the pier upgrades required to be completed before Tet, or Vietnamese Lunar New Year 2026.

Nguyen Hue Pedestrian Street, which opened in 2015 and stretches 670 meters, has become one of the city's most popular public spaces.
Across Ton Duc Thang Street, Bach Dang Wharf Park after undergoing renovation in late 2021 has also emerged as a lively riverside destination.
However, the lack of safe pedestrian connections between the two areas has long been a concern.
In March this year, the city also broke ground on another footbridge across the Saigon River linking Bach Dang Wharf Park with the Thu Thiem New Urban Area, scheduled for completion by April 30, 2026.
