Ho Chi Minh City to pilot low emission zones in 2026, with fines up to $15 for non-compliant vehicles

Ho Chi Minh City will begin piloting low emission zones next year and will use camera-based monitoring to track vehicles that fail to meet required emission standards. Fines will eventually top US$15 for violations.

In a report to the Ministry of Construction, the Ho Chi Minh City Department of Construction, which is now in charge of transport issues, outlined a two-phase plan to reduce emissions from road vehicles.

The first phase focuses on preparing the roadmap and support policies needed to convert the city bus fleet to electric and other clean energy sources.

The goal is to have all buses running on clean energy by 2030, supported by an expanded charging network.

The second phase will broaden the plan to include all other road vehicles.

Low emission zone boundaries

Under the proposal, low emission zones will be created in the downtown core, bordered by 20 major streets and 15 bridges.

Additional zones will be established in Can Gio and Con Dao.

The official dossier is expected to be submitted to the People’s Council in the first quarter of 2026.

An automatic license plate recognition system will be placed at entry points to monitor traffic and identify vehicles that do not meet required emission levels.

Cars below level 4 and motorbikes and mopeds below level 2 will be considered non-compliant.

Traffic signs for low emission zones will be installed at every entry and exit point. The city has proposed adding these signs to national technical standards.

Road surfaces within the zones will also carry clear ‘Low Emission Zone’ markings.

Some boundary segments have been completed, while others are still under construction and will define the perimeter during the pilot phase.

Gradual enforcement

Authorities will begin with public communication and one month of warnings only.

During months two through six, violations will carry fines equal to 50 percent of the full amount.

This means VND100,000 ($3.8) for two wheelers and VND200,000 ($7.6) for cars that ignore the signage.

After the six-month transition period, fines will increase to VND200,000 for motorbikes and VND400,000 ($15.2) for cars, as set by Government Decree 168/2024.

Roadmap and next steps

This year, the city will complete surveys to determine how many motorbikes are in circulation and will build a database of vehicles that do not meet emission standards.

Authorities will also intensify communication efforts with residents and visitors.

In 2026, new inspection facilities for motorbike emissions will open, technicians will be trained, and restrictions will be placed on non-compliant commercial transport vehicles and ride-hailing vehicles entering low emission zones.

Associated fees will also be collected.

Beginning in 2027, all cars, motorbikes and mopeds that fail to meet emission standards will face restrictions and charges when traveling inside designated low emission areas.
