Ho Chi Minh City has approved a support package worth more than VND179 billion (US$6.8 million) to provide cash gifts to nearly 342,000 individuals and households in celebration of the 50th anniversary of the city named after President Ho Chi Minh on July 2.

The resolution was passed on Friday last week during the third session of the 11th People’s Council for the 2026-31 term.

The initiative benefits people with meritorious service to the revolution, their relatives, social welfare beneficiaries, and poor and near-poor households.

Under the plan, individuals recognized for their contributions to the revolution, children of fallen soldiers, relatives of martyrs receiving monthly allowances, and family members of revolutionary contributors receiving monthly survivor benefits will each receive a cash gift of VND500,000 ($19).

The same level of support will be extended to beneficiaries of monthly social assistance programs, recipients of social pensions, former workers who have transitioned from labor incapacity benefits to regular allowances, individuals covered under special social policies, and residents receiving care at both public and private social welfare institutions.

Meanwhile, poor and near-poor households identified through the city’s 2025 poverty review will receive VND1 million ($38) per household.

As many as 98,161 people fall into the category of revolutionary contributors and their relatives.

More than 227,140 individuals belong to the social welfare group, while the city has 16,448 poor and near-poor households.

The resolution specifies that the support package will be granted only once as part of the 50th anniversary celebrations.

Individuals eligible under multiple categories receiving the VND500,000 benefit will receive only one gift.

Recipients must have an official management record within Ho Chi Minh City as of July 2 to qualify.

For poor and near-poor households, the cash gift will be provided to a household representative.

In cases where an individual qualifies both as a revolutionary contributor or social welfare beneficiary and as a member of a poor or near-poor household, the household will still receive the VND1 million grant, while the individual will separately receive the VND500,000 personal benefit.

According to the Ho Chi Minh City People’s Committee, the 50th anniversary of the city bearing President Ho Chi Minh’s name represents more than a historical milestone.

It is viewed as an event of profound political, ideological, and emotional significance, offering an opportunity to strengthen civic pride and social solidarity.

Social support policies for vulnerable groups are seen as effective tools of public administration that contribute to social stability, reinforce public trust, and uphold the principle that no one should be left behind.
