Ho Chi Minh City to review, collect back taxes from doctors, lawyers, real estate brokers

The authority said people in these professions often earn income from multiple sources, but some have failed to fully meet their tax obligations.

The Ho Chi Minh City Tax Department has launched a specialized inspection to strengthen personal income tax management for high-income earners in healthcare, education, culture, legal services, and real estate.

The legal and property review covers lawyers, notaries, bailiffs, arbitrators, auctioneers, valuers, real estate brokers, and property managers.

The sports, culture, and tourism review covers sports coaches, tour guides, actors, and professional performers.

In healthcare, the review targets doctors, pharmacists, nurses, midwives, medical technicians, clinical psychologists, and clinical nutritionists.

In education, it covers university lecturers and teachers from preschool to high school.

The municipal tax department has instructed its divisions and local offices to compile data on high-income earners in these professions.

The information will be sourced from regulated businesses under its management and from licensing and professional certification records maintained by relevant authorities.

It will also examine taxpayers who still owe personal income tax but have yet to file tax finalization declarations.

Based on the data collected, tax officials will review tax registration, declarations, and payments.

Those found to owe additional tax after filing their finalization returns will receive notices requiring prompt payment to the state budget.

Where necessary, tax authorities will work with banks to obtain account transaction data in accordance with the Law on Tax Administration.

The department will also provide guidance on tax finalization procedures and encourage taxpayers to verify their income through the eTax Mobile app.

According to the taxman, the campaign aims to improve tax compliance, curb revenue losses, and strengthen coordination with relevant agencies across the city.
