The provincial traffic police unit on Saturday issued a combined VND800,000 (US$30.4) administrative fine against the couple for violating railway safety regulations.
According to police officers, at around 5:30 pm on Friday, N.V.Y., 64, and his 60-year-old wife, D.T.T., both residents of Tuan Chau Ward, were found standing and sitting on a section of the national Kep - Ha Long railway line to cook food.
The incident was recorded by their daughter, N.T.T., 38, who lives in Ngoc Ha Ward, Hanoi, and later shared the video on social media platform TikTok.
The clip quickly spread online, prompting widespread criticism from social media users.
Many described the behavior as a violation of the law, a disregard for personal safety, and a threat to railway traffic safety.

On Saturday, police summoned and questioned those involved.
During the interrogation, Y. and T. admitted to the violation.
Based on current regulations, the provincial traffic police booked the offenders and imposed the fine on the couple.
