The prosecution decision was served on Pham Ngoc Cuong, a 44-year-old tire repairman residing in Tuy An District of Phu Yen, on Tuesday, the provincial investigation police agency reported.
According to the case file, at around 1:30 pm on May 31, Cuong drove his black Ford Raptor pickup truck with his 10-year-old son along the beach from An Phu Commune to the Sala resort area of Tuy Hoa City.
His reckless behavior caused concern and frustration among a large number of beachgoers, including children, who were enjoying swimming and relaxing on the shore.

During the drive, his vehicle became stuck in the sand and could not move, prompting him to hire a crane truck to tow it out.
Later that afternoon, Cuong resumed driving along the beach, repeatedly honking the horn, and disturbing beachgoers and tourists.
Videos of the incident circulated on social media, sparking public outrage and calls for strict actions from local authorities.
Police later identified Cuong as the driver in question, summoned him for questioning, and subsequently indicted him for causing public disorder.
He is currently banned from leaving his place of residence as the investigation is ongoing.
