The suspect, Nguyen Van Dau, a resident of neighboring Dong Thap Province, is being investigated for alleged property theft, authorities announced on Wednesday.
According to investigators, Dau and an accomplice known only as Hanh carried out multiple thefts using an electric stun device.
Around 10:30 pm on June 14, the pair stole nine dogs in Tan Phu and Tan My Communes in Dong Thap's Thanh Binh District.

Around 3:00 am on June 15, they continued stealing dogs in My Luong Town, located in An Giang's Cho Moi District.
They were spotted by a local resident, Nguyen Trung Nghia, who chased them and alerted police officers.
While fleeing, the two men lost control of their motorbike near the My Luong Town roundabout and crashed.
They fled on foot, abandoning the vehicle along with 10 dead dogs, weighing about 116 kilograms, according to authorities.
