Senior Lieutenant Colonel Ngo Van Cuong, head of Tan Lap Ward Police in the province, said on Friday that P.V.H.V., 42, a local resident, had been fined VND2.5 million ($95.4) for threatening and assaulting another person.
The incident occurred on the night of February 18 when taxi driver N.D.N., 39, was driving V., his wife, and their two young children home.
During the trip, V. began arguing heatedly with his wife and used foul language in front of their children.
He then suddenly turned to verbally abuse the driver, who was not involved in the dispute.
Moments later, V. unexpectedly punched the driver in the face while the vehicle was still moving.
He then asked the driver to pull over and demanded that he get out of the vehicle to ‘talk.’
However, after realizing that a camera inside the taxi had recorded the entire incident, V. changed his attitude, repeatedly apologizing and asking the driver to overlook the matter.
The driver later reported the case to police.
According to the driver, the blow caused his mouth to bleed, and the car door was slammed shut, resulting in minor damage.
Despite this, he told authorities he did not want the passenger to face criminal charges.
