A video screenshot shows a Vietnamese man riding a motorcycle with hands-free and lying flat on the seat while crossing the Dragon Bridge in Da Nang City, central Vietnam.

The incident was brought to police attention after the city’s command center received footage showing a motorcyclist riding recklessly across the bridge from Hai Chau toward Son Tra.

Authorities quickly launched an investigation to track down the individual.

By 8:00 pm on Sunday, police traced the black-silver Yamaha Sirius motorcycle to owner P.D.N., 66, residing in the former Khue Trung Ward of Cam Le District.

The rider was identified as L.H.K., 39, originally from north-central Thanh Hoa Province.

Police then brought K. in for questioning.

Initial findings revealed that K. has undergone psychiatric treatment five times and has a history of wandering and erratic behavior.

He had previously committed similar offenses and had been dealt with by authorities.

Police are now completing the necessary paperwork to refer K. for psychiatric evaluation and treatment.

Meanwhile, the motorcycle owner may also face penalties for allowing someone unfit to operate a motor vehicle.
