At a meeting in Hanoi on Tuesday with Qualcomm CEO and president Cristiano Amon, PM Chinh praised the company’s two decades of cooperation with Vietnam in areas such as mobile connectivity, technology transfer, AI research, STEM education, startup incubation, and innovation ecosystem development.
He urged Qualcomm to prioritize core technologies and higher-value segments of the semiconductor supply chain while strengthening collaboration with Vietnamese partners in high-tech research and manufacturing.
The PM encouraged the firm to transfer advanced technologies to support local companies in training skilled chip engineers and integrating into the global high-tech supply chain.
He also welcomed Qualcomm’s ongoing cooperation with Vietnamese corporations in 5G technology and research and development (R&D), particularly the AI R&D center in Hanoi.
Chinh further highlighted the signing of a strategic cooperation agreement between the Vietnam Posts and Telecommunications Group (VNPT) and Qualcomm to establish the VNPT–Qualcomm Excellence Center during Amon’s visit.
The PM reaffirmed the government’s commitment to creating a favorable business environment where benefits are harmonized and risks are shared.
He added that Vietnam has implemented various measures to attract high-quality investment, including time-limited visa exemptions for leading experts and scientists in digital technology industries.
In response, Amon praised Vietnam’s policies on sci-tech, innovation, and digital transformation, expressing confidence that Qualcomm’s partnership with VNPT would expand into high-performance computing, AI-integrated cameras, and next-generation data centers.
He said Vietnam is well-positioned to become a leading regional R&D hub, especially in AI, and pledged Qualcomm’s support in building capacity and training human resources.
The Qualcomm leader reaffirmed the company’s commitment to cooperative projects enabling Vietnam’s deeper participation in the global supply chain, while praising the rapid growth of partners such as Viettel, VNPT, and FPT.
He detailed plans to collaborate in AI, semiconductors, Internet of Things (IoT) devices, electronics, and smartphones, with the aim of making Vietnam a regional R&D hub, particularly for AI, saying that Qualcomm stays ready to nurture skilled Vietnamese talent.
Qualcomm has operated in Vietnam for over 20 years, reaching key milestones such as opening its first Southeast Asian R&D center in Hanoi in 2020.
In April 2025, the company established its AI R&D center, also in Hanoi, making it Qualcomm’s third-largest AI hub globally.
Besides, it has strengthened Vietnam’s innovation ecosystem through the Qualcomm Vietnam Innovation Challenge, which has supported 29 startups and helped raise over US$32 million.
