According to Vietnam’s Ministry of Foreign Affairs, the two top officials discussed the Vietnam-U.S. relationship and ongoing negotiations over reciprocal trade tariffs during the conversation at around 8:00 pm.

Both leaders expressed satisfaction with the strong progress in bilateral ties and welcomed the two countries’ negotiating teams for reaching a joint statement on a fair and balanced reciprocal trade framework.

President Trump praised Vietnam’s commitment to granting greater market access for U.S. goods, including large-displacement vehicles.

He confirmed that the U.S. would significantly reduce reciprocal tariffs on many Vietnamese exports and would continue working with Vietnam to resolve trade-related issues, particularly in priority sectors.

The Party chief called on the U.S. to soon recognize Vietnam as a market economy and lift export restrictions on certain high-tech goods.

They also agreed on major measures to deepen the Vietnam-U.S. comprehensive strategic partnership in the coming years, including promoting high-level exchanges and expanding cooperation in key sectors like economy, trade, investment, science, and advanced technology.

To Lam reiterated his invitation for President Trump and the First Lady to visit Vietnam and expressed hope to meet him again soon.

President Trump thanked him for the invitation and echoed the sentiment.

This marks the second phone call between Party General Secretary To Lam and President Trump since the U.S. announced reciprocal tariffs affecting multiple countries, including a proposed 46-percent duty on some Vietnamese goods.

The Trump administration later postponed the tariffs for 90 days, with the grace period set to expire on July 9.

According to the Vietnam News Agency, President Trump stated that a trade agreement had been reached with Vietnam ahead of the looming deadline.

"I just made a Trade Deal with Vietnam. Details to follow!" Trump posted on Truth Social on Wednesday evening.

Back in April, the Trump administration unveiled a wave of new tariffs targeting several trade partners but delayed enforcement for many of them to allow time for negotiations.

President Trump and his advisers have set ambitious goals for these talks, repeatedly emphasizing their efforts to reduce Washington's trade deficits with other countries and eliminate barriers to dozens of nations.
