On Tuesday, the People’s Committee of Vung Tau Ward in Ho Chi Minh City said that work is carried out to upgrade and widen a section of Hai Dang Road, which leads to the summit of Small Mountain.
The roughly 2-kilometer road stretches from its intersection with Ha Long Road to the Vung Tau Lighthouse atop the mountain.
The route is home to several popular check-in spots, including rows of kapok and bougainvillea trees.
Especially, at the summit stands the more than 160-year-old Vung Tau Lighthouse, which remains in operation.
The scenic road is a popular destination for residents and tourists who usually walk, jog, cycle, or watch the sunrise and sunset.
Despite heavy traffic, the narrow roadway, combined with several sharp bends and bottlenecks, has led to frequent traffic congestion during weekends and public holidays, particularly near the entrance to Hai Dang Road at the foot of the mountain.
Local authorities thus decided to widen and upgrade the road to relieve congestion, enhance the visitor experience, and improve the surrounding urban landscape.

Vung Tau authorities said that the widened section, spanning more than 220 meters near Ha Long Road, will include sidewalks, drainage and street lighting, with a total investment of VND25.3 billion (US$962,000).
The upgraded Hai Dang Road is expected to be completed and opened to traffic in 2027.
Small Mountain, also known as Tao Phung Mountain, rises about 170 meters above sea level between Vung Tau’s two best-known beaches, Front Beach and Back Beach, shaping the distinctive coastline of the locality.
Its most prominent landmark is the Vung Tau Lighthouse, originally built in 1862 and rebuilt in 1913.
It is one of Vietnam’s oldest lighthouses and a well-known symbol of the coastal area.
Hai Dang Road winds for about 2km up the mountainside beneath a canopy of trees.
Considered one of the place's most scenic routes, it attracts large numbers of residents and tourists for sightseeing, walking, cycling, and enjoying the coastal view.
