A representative of the Khanh Hoa Police told Tuoi Tre (Youth) newspaper that the decision was imposed against Khafizov Artur, a 19-year-old Russian national.
According to the police, after consuming alcohol from the night of August 6 until early morning on August 7, Khafizov Artur was riding a motorbike with a female passenger of unknown identity along Tran Phu Street in Nha Trang Ward.
At around 6:10 am on August 7, Khafizov Artur collided with a motorbike driven by V.T.D.T., a 53-year-old woman residing in Nam Nha Trang Ward, at the intersection of Tue Tinh and Tran Phu Streets, causing her to fall onto the road.

Following the incident, the female passenger fled the scene, while local residents detained Khafizov Artur and alerted the authorities.
Upon receiving the report, Lieutenant Colonel Ngo Tung Giang from the local traffic police unit arrived at the scene to handle the situation.
However, Khafizov Artur unexpectedly punched Giang in the mouth, causing injury.
Police officers immediately restrained the Russian man and took him to the police station for further investigation.
A breathalyzer test revealed his blood alcohol concentration was 0.644 mg/l.
