The Saigon Ward People's Committee said renovation at the Ho Chi Minh City Telecommunications Building at 125 Hai Ba Trung Street is nearing completion, with goods already placed in certain areas.
The tenant is finalizing legal requirements before beginning commercial operations.

The project drew public attention after construction activity, interior refurbishment, and new signage appeared at the ground and second floors of the building, which is listed among 168 properties classified by the city as historical sites.

Ward authorities carried out inspections and temporarily suspended construction at the site in August 2025.
They asked investors to submit legal documentation related to repairs and alterations at such a protected property.

In September 2025, the Ho Chi Minh City Department of Culture and Sports issued written guidance allowing renovation work to proceed, while requiring exterior colors and decorative elements to remain harmonious with surrounding heritage sites in the historic core.
Another inspection in October 2025 found renovation work continuing in accordance with regulations, without any commercial activity.

Authorities instructed the company to follow guidance issued by cultural and construction agencies.
Minh Nguyen Investment JSC, which leases the property from Ho Chi Minh City Telecommunications Corp, said areas prepared for business have obtained business registration certificates and are completing fire safety approval procedures.

The company said the ‘Russian Market’ is just one of several subtenants at the site and will open only after all legal conditions are met.
Local authorities said they will continue monitoring the project and handle any violations if detected.
