The ward is home to a high concentration of universities, offices and businesses, and has long been affected by complex sidewalk encroachment.
Traffic police and police officers took firm action to address persistent violations caused by street vending and makeshift structures occupying pedestrian space along an alley on Ung Van Khiem Street, which serves as the main access point to HUTECH.
Ward enforcement teams booked violators and confiscated numerous signboards, pushcarts, and other items used for fixed roadside trading.
For solid, permanent structures built on sidewalks, residents were instructed to dismantle them voluntarily, with follow-up inspections scheduled.
Unattended pushcarts and metal cabinets chained on the sidewalks were also seized.

In handling violations, authorities allowed residents to retrieve their goods and belongings, confiscating only encroaching carts and signboards.
Also, officers explained the city’s policies and clarified how such violations obstruct pedestrian movement, disrupt traffic, and undermine public safety.

Along Nguyen Gia Tri Street, the situation has shown clear improvement.
Vehicles and signboards have been arranged neatly, leaving adequate space for pedestrians.
This progress has been the result of continuous patrols and enforcement efforts by ward authorities in recent days.

Earlier on Monday morning, traffic police and police officers patrolled and handled sidewalk and roadway encroachment in front of Ba Chieu Market in Gia Dinh Ward, aiming to restore open and safe traffic flow.
At around 8:30 am, at Phan Dang Luu - Bui Huu Nghia Intersection in front of the market, officers detected multiple cases of residents using homemade carts parked on the roadway to sell goods and food.
These carts occupied traffic lanes, obstructed vehicle movement, and posed safety risks, especially during peak hours.
Two cases were cited for parking motorbikes on the roadway and obstructing traffic, with fines ranging from VND400,000 (US$15) to VND600,000 ($23).
Additional violations, including lack of driver’s licenses and vehicle registration, were also recorded.
In addition, police officers in Gia Dinh Ward booked many vendors who sold flowers, fruit, and clothing for having erected tarps, umbrellas, and stalls encroaching on sidewalks and roadways in front of Ba Chieu Market.
These cases were penalized for illegally using sidewalks and roadways for commercial purposes, with fines of VND2-3 million ($76-114) in accordance with Decree 168/2024.

Authorities noted that the area in front of Ba Chieu Market, particularly toward Bach Dang Street, includes a designated space for motorbikes waiting to turn left into Le Quang Dinh Street.
However, this space has frequently been occupied by vendors and parked vehicles, narrowing the roadway and causing congestion during rush hours.
Sidewalk and roadway encroachment is not only illegal, but also undermines the public’s right to safe mobility, heightens the risk of traffic accidents, and erodes the city’s urban landscape.

Following enforcement actions, traffic conditions in front of Ba Chieu Market have become noticeably smoother, allowing residents to travel more conveniently and safely.
The latest enforcement campaign underscores the city’s determination to address the long-standing problem of sidewalk and roadway encroachment, contributing to a safer, more orderly, and civilized urban traffic environment.
