Sovico Group proposes $3.6bn transport projects in Ho Chi Minh City

Sovico Group, a founding shareholder of air carrier Vietjet Air, has proposed investing about VND94 trillion (US$3.6 billion) in five transport infrastructure projects in Ho Chi Minh City under a public-private partnership (PPP) model, according to a proposal submitted to the municipal government.

The projects include sections of the city’s ring roads, a road along the Saigon River, and a port-link route aimed at improving regional transport connections.

The company proposed completing a 15.3-km section of Ho Chi Minh City Ring Road 3 from Tan Van to Binh Chuan with an estimated investment of VND26.5 trillion ($1 billion) and a targeted completion in 2027.

It also proposed building the final 5.3-km section of Ho Chi Minh City Ring Road 2 from National Highway 1 to Nguyen Van Linh Boulevard, with an estimated investment of VND13 trillion ($494.5 million) and a planned completion in 2028.

Another project is a 78.2-km road along the Saigon River from Nha Be to Ben Suc Bridge, with an estimated investment of VND21.2 trillion ($906.4 million) and a planned completion in 2030.

Sovico also proposed a road linking Go Dua Interchange to the Ho Chi Minh City–Chon Thanh Expressway, with an estimated investment of VND23.9 trillion ($909 million) and a planned completion in 2030.

The proposal also includes a road linking Cat Lai Port and Phu Huu Port to Ho Chi Minh City Ring Road 3, with an estimated investment of VND8.7 trillion ($331 million) and a planned completion in 2029.

Separately, Sovico said it is studying a proposal to invest in Ho Chi Minh City metro line No. 4 under a PPP model.

The 47.3-km line has preliminary investment estimated at about VND157.45 trillion ($6 billion).

Sovico said construction could start in the first quarter of 2027 if the plan is approved.
