On Sunday, traffic police in Khanh Hoa questioned a TikToker identified as N.H.V., 33, from Dak Lak Province, after he rode a jet ski on a public swimming beach in Nha Trang, an incident that has drawn public attention in recent days.
During the meeting, V. said that at around 11:00 pm on March 27, he and several others brought a jet ski to Nha Trang public beach near the Thanh Nien football field in Nha Trang Ward.
V. said he had purchased the jet ski for about VND400 million (about US$16,000).
“At the time, I did not see any signs prohibiting jet skis, so I rode it for four laps on the water to check whether the engine had any problems, then stopped and brought the jet ski back to shore,” V. said.
He added that after the incident, he recognized that his actions violated inland waterway traffic regulations.
V. admitted he did not have the required professional certificate to operate a jet ski, and that the vehicle did not have a registration certificate.
Khanh Hoa waterway traffic police issued an administrative violation record against him for operating a vessel without a registration certificate and driving a vessel without the required professional license, with a total fine of VND5 million (about $200).

Earlier, a TikTok account with around one million followers posted a 54-second video showing the man, the owner of the account, riding a jet ski at high speed and circling several times on a public swimming beach in Nha Trang.
The public beach is designated for swimmers and tourists and does not permit jet ski activities.
Police also warned that jet ski entertainment services must obtain the required business permits, and that jet skis must have technical safety certificates and registration, except for non-motorized craft with a capacity of fewer than five people.
Operators must also hold professional certificates as required by law and operate only in designated zones, not in restricted areas, marine conservation zones, or beaches reserved for swimmers, police added.
