According to the Vietnamese Ministry of Foreign Affairs, State President Cuong stressed that this is the right time for Vietnam and the U.S. to consolidate their partnership and deepen cooperation.
He highlighted Vietnam’s achievements in economy, society, and foreign affairs over the past five decades and reaffirmed the country’s strategic goals for 2030 and 2045, calling for support from partners, including the U.S. and Oregon.
Calling Oregon the ‘Silicon forest’ and one of the U.S.’ leading hubs for science, high technology, semiconductors, and renewable energy, State President Cuong emphasized its importance as a partner for Vietnam.
Vietnam welcomes and stands ready to create favorable conditions for Oregon’s businesses and training institutions to expand cooperation, investment, and research in the country, the Vietnamese state leader said.
He also urged the legislators, especially Daniel Loc Nguyen, to continue supporting the Vietnam-U.S. bilateral ties and help Vietnam develop green industries, semiconductors, and high-quality human resources, while backing U.S. recognition of Vietnam’s market economy status and lifting restrictions on high-tech exports.
State President Cuong praised the large, successful Vietnamese community in Oregon, stressing that overseas Vietnamese are an inseparable part of the nation.
He encouraged the U.S. lawmakers to continue motivating the community to unite, contribute to Vietnam’s development, and strengthen bilateral ties.

The Oregon lawmakers expressed strong impressions of Vietnam’s dynamic growth and international integration.
They pledged to boost cooperation in artificial intelligence, semiconductors, electronics, education, renewable energy, and high-tech agriculture, while supporting trade promotion, academic exchanges, and people-to-people diplomacy.
Daniel Loc Nguyen, also known as Nguyen Ba Loc, affirmed his commitment, both as a legislator and as a Vietnamese American, to building stronger bridges between the community in the U.S. and Vietnam, ensuring future generations remain connected to their roots.
On the same day, State President Cuong also met Lieutenant Governor of Washington State Denny Heck.
At the meeting, he affirmed that one of the key goals of his U.S. trip is to further promote and deepen the Vietnam-U.S. comprehensive strategic partnership, and relations with all partners.

He underscored Vietnam’s view of the U.S. as a top partner and Washington State as a key local partner, noting Vietnam is Washington’s fifth-largest export market.
The top Vietnamese official called for stronger cooperation in trade, AI, logistics, deep-water ports, clean energy, and links with Ho Chi Minh City.
Lieutenant Governor Heck welcomed Vietnam’s growing trade ties with his state, which reached over US$3.5 billion last year, and stressed that Vietnam is a priority partner in the region.
He expressed support for deeper government-business connections and highlighted Boeing’s delivery of a 737 Max jet to Vietjet as a milestone, creating thousands of jobs in Washington while underscoring Vietnam’s role in the global aviation sector.
