The incident occurred on a National Highway 1 section in Mo Duc Commune, Quang Ngai.
On October 10, a video was circulated on social media showing a truck carrying multiple large concrete pipes stacked high above the cab without any safety restraints.
The footage quickly went viral and sparked public outrage due to the dangerous transportation method, which posed a serious threat to road users.
The Quang Ngai Traffic Police received the video and photos of the case from local citizens.
Traffic police officers noted that if the truck had made a sudden stop or hit even a small pothole, the unsecured concrete could have fallen onto the road, potentially causing severe accidents or a chain collision.

Following an investigation, on Monday morning, Senior Lieutenant Colonel Vu Thanh Giang, head of the Quang Ngai Traffic Police, met directly with the driver, identified as D.V.L., 38.
During the meeting, L. admitted to the violation.
L. and the vehicle owner signed a commitment not to repeat the offense.
Authorities emphasized that transporting bulky goods without proper restraints is a major cause of serious traffic accidents, especially on busy national highways.
The Quang Ngai Traffic Police encouraged the public to continue reporting traffic violations through camera footage or social media, contributing to a safer and more civilized traffic culture.
