Vietnam airport operator ACV says chairman, executive detained over bidding violations

Authorities in Vietnam have detained the chairman of Airports Corporation of Vietnam (ACV) and another senior executive over alleged violations of bidding regulations that caused “especially serious consequences,” the airport operator said in a disclosure.

ACV said in an extraordinary disclosure to the Hanoi Stock Exchange that it received notice from the Ministry of Public Security’s investigative police agency on Wednesday about the temporary detention of Vu The Phiet, chairman of the company’s board of directors, and Nguyen Tien Viet, a board member and deputy general director.

The two were detained over alleged violations of regulations on bidding that caused especially serious consequences, including receiving money to facilitate contractors winning tenders.

According to ACV’s 2023 annual report, Phiet, born in 1973, has worked in Vietnam's aviation sector since 1995.

He served as director of Noi Bai International Airport from 2012 to 2017 and as ACV’s deputy general director from 2017 to 2018 before being appointed general director in August 2018.

In September 2024, Phiet was relieved of the general director position and appointed chairman of the board.

Nguyen Tien Viet, born in 1972, is a bridge and road construction engineer by training. 

He was appointed deputy general director of ACV on April 24, 2023, and concurrently served as director of the Long Thanh International Airport project management board from December 12, 2023.

After Phiet left the general director role, Viet was assigned to oversee ACV’s executive management as deputy general director pending the appointment of a new general director.

In early February 2026, ACV appointed deputy general director Nguyen Duc Hung to oversee the executive management board, replacing Viet. 

The company currently does not have a general director, and the deputy general director overseeing the executive management board is considered the highest executive management position.

ACV previously announced that board member Le Van Khien was appointed as the company’s legal representative from February 25, 2026, replacing Phiet.

ACV manages and operates more than 20 airports across Vietnam, including major international airports such as Noi Bai and Tan Son Nhat.

The company is also the investor for Phase 1 of the Long Thanh International Airport project, which has a total investment of more than VND100 trillion (US$3.8 billion).

In early December 2025, ACV submitted a proposal to the Ministry of Construction seeking approval to serve as the investor for Phase 2 of the Long Thanh airport project, citing the availability of personnel and equipment already working on Phase 1. 

In January 2026, the construction minister issued a decision assigning ACV as the investor for Phase 2 of the project.
