Phu Tho provincial police said the investigation agency had launched a criminal case and prosecuted Hoang Xuan Khoat, a resident of Son La Province, on charges of resisting persons on duty.

According to police, Khoat went to Tan Lac traffic police station on March 2 to settle an administrative violation for speeding.

During the process, after being shown the file, he took the documents to his Mercedes GLA 50, locked himself inside and refused to cooperate despite repeated requests to return them.

Police said he also parked the vehicle across the station entrance, obstructing operations from about 1:30 pm to 5:15 pm the same day.

Authorities have opened a criminal case and formally charged the driver, police said.
