The Party chief’s directive seeks to usher Vietnam-China trade ties into a new phase of more efficient and sustainable growth, advancing economic development in accordance with the Party’s resolutions.
After being briefed by the leader of the Ministry of Construction on three railway projects, including Hanoi - Dong Dang, Lao Cai - Hanoi - Hai Phong, and Hai Phong - Ha Long - Mong Cai, Party chief Lam stated that the Vietnam-China railway partnership is vital and creates opportunities to deepen bilateral ties.
The cooperation in connectivity infrastructure, particularly railway links, plays a key role in reducing logistics costs, shortening transport time, and increasing competitiveness, he stressed.
It also helps promote border economic growth, raise customs clearance capacity, and ease congestion at border gates.
Apart from boosting the development of logistics centers and economic zones in border areas, railway links will connect Vietnam with the broader Asia-Europe rail network, contributing to diversifying transport options, reducing dependence on maritime shipping, and creating economic corridors and regional production chains.
Besides, the partnership is meant to enhance regional economic integration and elevate Vietnam’s standing within Asian supply chains.
Party chief Lam also insisted on the need for diversified and sustainable funding models.

He hinted at the creation of a national coordinating mechanism to oversee flagship connectivity projects and the establishment of a dedicated focal point to manage negotiations, preparation, and project execution.
He ordered relevant units to foster inter-sectoral coordination and ensure close alignment between transport infrastructure development and regional economic planning, logistics systems and industrial zones along economic corridors.
He urged the Government Party Committee, especially the Ministry of Construction, to formulate a Vietnam-China railway development strategy as part of the broader Vietnam railway development strategy for 2026-30, with visions toward 2045, 2100, and beyond.
