The draft resolution under review would allow the city to implement flexible policies in key sectors and offer incentives to strategic investors, aiming to boost technology, healthcare, logistics, finance, artificial intelligence, and digital economy.
Experts recommended grouping priority sectors into three categories: industries that enhance productivity and efficiency, emerging technologies with long-term growth potential, and essential sectors that strengthen resilience in energy, healthcare, food security, and data.
Vu Minh Khuong, a Singapore-based policy expert, suggested creating a dedicated city development agency and offering incentives comparable to Singapore, Dubai, and Ireland.
Nguyen Dinh Cung, former head of the Central Institute for Economic Management, proposed a regulatory ‘sandbox’ to allow the city to test and adjust policies independently.
Lawmakers and specialists said the goal is to allow Ho Chi Minh City to innovate without waiting for central approvals, giving it tools to attract global investment and position itself as a model for urban development nationwide.
Officials aim to make Ho Chi Minh City a leading center for innovation, strategic investment, and economic resilience in Vietnam.
