Vietnam Post enters domestic mobile telecom market as new MVNO

State-owned Vietnam Post Corporation (Vietnam Post) has officially announced its entry into Vietnam's mobile telecommunications market as a mobile virtual network operator (MVNO), with a tourist SIM card under the Pottel brand as its first product.

The announcement came after Vietnam Post was licensed by the Authority of Telecommunications under the Ministry of Science and Technology in December 2025 to establish a nationwide public terrestrial mobile telecommunications network without using its own radio frequency spectrum.

The license covers voice calls, messaging, transmission for machine-to-machine connectivity and Internet access.

As an MVNO, Vietnam Post will use its partner's mobile network to provide services rather than build its own, according to news site VnExpress.

It has chosen state-owned Vietnam Posts and Telecommunications Group (VNPT) as its infrastructure partner, with Vietnam Post responsible for developing its brand and products, as well as managing customer service and distribution.

Vietnam Post has not yet announced its mobile network number prefix.

It is preparing its sales outlets and distribution system to bring telecommunications products closer to customers.

The company has a nationwide network of around 13,000 service points, giving it a major advantage in expanding access to mobile users.

In its initial stage of operation, Vietnam Post is rolling out a tourist SIM card under the Pottel brand as its first product.

The tourist SIM targets international travelers to Vietnam who increasingly need to stay connected to the Internet throughout their trips.

Mobile connectivity has become an essential part of exploring a new destination, from checking maps and finding places to booking rides, contacting hotels, using social media, and accessing travel service platforms.

Instead of focusing on complex technical specifications, the Pottel tourist SIM is designed around travelers' practical needs, offering easy access, convenience and quick connectivity.

Vietnam currently has four mobile network operators that own their infrastructure and radio frequencies: Viettel, VinaPhone, MobiFone, and Vietnamobile.

With its entry announcement, Vietnam Post has joined the country's five existing MVNOs — iTel, Wintel, Local, VNSKY, and FPT — bringing the total number of MVNOs in Vietnam to six.
