Vietnam premier urges development of EV charging infrastructure in apartment complexes

Prime Minister Pham Minh Chinh has directed ministries, departments, and local authorities to accelerate the development of electric vehicle (EV) charging infrastructure in apartment complexes.

The directive is aimed at fueling Vietnam’s broader push toward green and sustainable growth.

Currently, charging stations and battery-swapping points in residential areas and apartment buildings are described as insufficient and fragmented.

In many housing projects, parking infrastructure has not been adequately planned, placing pressure on internal electrical systems and raising concerns over fire safety.

To address these shortcomings, the government leader has urged related ministries, departments, and provincial and municipal administrations to speed up the development of regulatory frameworks and technical standards for charging infrastructure.

The Ministry of Construction was assigned to urgently complete a comprehensive system of regulations and standards for urban planning that integrates green transport infrastructure, including EV charging systems and supporting facilities.

This work is scheduled for completion by the second quarter of 2026.

The ministry was also directed to review and amend national technical standards for apartment buildings to provide clear guidance on the design and installation of EV charging stations, with a deadline set before March 30.

A broader review of the transport sector’s action plan on green energy transition and emissions reduction will be conducted, with the aim of refining policies to better achieve targets on reducing carbon dioxide and methane emissions.

The Ministry of Industry and Trade is responsible for developing and issuing national technical standards on safety and energy efficiency for charging equipment, stations, and power supply systems in the third quarter of 2026.

The ministry was also tasked with encouraging residents to shift to the use of electric and clean-fuel vehicles, as well as public transportation.

State-run Vietnam Electricity was directed to expand power consumption management programs and adjust electricity loads to accommodate the installation of charging stations in urban areas and residential buildings.

The company will provide guidance on simplified procedures for grid connections and the installation of separate meters for charging stations in apartment complexes, ensuring transparency in electricity usage and billing.

Provincial and municipal authorities are required to review existing urban plans and incorporate EV charging infrastructure into transport systems and construction projects in line with updated regulations and standards.

Besides, investors and apartment management boards must work closely with infrastructure providers to ensure the scientific and safe placement of charging stations.

Residents are to be guided in the proper use of parking spaces, charging points, and battery-swapping stations, with a focus on maintaining public order, fire safety, and daily convenience.
