The requirement is included in Decree No. 237, which details implementation of several provisions of the Press Law and establishes responsibilities for media organizations using AI in news operations.
Under the decree, news organizations using AI in news gathering, production, editing, distribution or other journalistic activities must comply with laws governing the press, artificial intelligence, and other relevant regulations.
Media organizations will be responsible for verifying and ensuring the accuracy and legality of content generated or assisted by AI systems, the decree said.
AI-generated or AI-edited text, images, audio and video that could create confusion about the authenticity of events or individuals must carry clear labels displayed in easily recognizable locations in accordance with AI regulations.
The decree prohibits news organizations from using AI to create or distribute fabricated, false or misleading content, or material that could harm national security, public order, social safety, or the lawful rights and interests of organizations and individuals.
It also requires media organizations to establish editorial review, risk management, and accountability procedures for AI use, maintain activity logs and technical records for regulatory inspections, and provide AI-generated content to authorities upon request for inspections or investigations.
The government said it encourages news organizations to research and adopt AI in news gathering, production, analysis and content distribution to improve operational efficiency while maintaining editorial responsibility and complying with the law.
The decree also provides for the establishment of a national digital press platform comprising specialized platforms developed and operated by Vietnam's leading state media organizations.
Under the framework, Vietnam Television will develop a digital television platform, Voice of Vietnam will develop a digital radio platform, and Nhan Dan (People) newspaper will develop a digital news platform.
From July 1, news organizations operating online will also be permitted to integrate additional services, including public services, e-commerce, financial, banking, insurance, education and healthcare services, as well as on-demand content and other legally permitted services.
Separately, the Vietnam Journalists Association this month issued a 10-point code of conduct for AI use in journalism, including principles that AI should remain a support tool rather than replace journalists, should not be treated as a news source, and should not be used to create deepfakes or disseminate false information.
