In response to Digital Finance Day 2026, Vietcombank and the General Department of Taxation on Wednesday signed a cooperation agreement aimed at helping household businesses transition to transparent management models based on digital platforms.
Under the partnership, Vietcombank is committed to supporting household businesses throughout their operations, from sales, payment collection, and cash flow management to electronic tax filing, tax payments, and access to suitable financing.
Mai Son, deputy director of the General Department of Taxation, said the cooperation between tax authorities and commercial banks is designed to assist household businesses in shifting from presumptive taxation to declaration-based taxation while promoting a more transparent private sector.
According to Son, tax authorities are working toward integrating data among the tax sector, banks, electronic invoice providers, and sales management software developers to build a comprehensive support ecosystem for household businesses.
Once revenue and expense data are digitized and connected, tax authorities will be able to create 'suggested tax declarations,' allowing taxpayers to simply review and confirm information to complete their tax obligations.
“The use of digital business solutions not only improves revenue transparency and reduces compliance costs but also helps household businesses gain easier access to financial services,” Son said.
Le Quang Vinh, CEO of Vietcombank, said the bank is developing a user-friendly, convenient, and transparent digital ecosystem to promote cashless payments and help household businesses operate more efficiently.
The bank has introduced solutions tailored to different stages of business development.
For start-ups, the 'Easy Start Selling' package supports payment account opening, waives fees for various digital transactions, and connects with the eTax Mobile platform for electronic tax payments.
For businesses with more stable operations, the 'Clear Cash Flow Management' package helps separate personal and business finances through the VCB Digibank application.
For more advanced operations, the VCB OneQR solution enables merchants to use a single QR code to receive payments from both domestic and international customers.
“When revenue, cash flow, and invoices are transparently recorded through the banking system, household businesses can access credit more easily. Based on customer payment flows, invoice volumes, and invoice values, Vietcombank can assess the revenue scale of each business and extend loans without requiring collateral,” said Doan Hong Nhung, director of Vietcombank’s retail banking division.

Nguyen Van Thanh, deputy head of the Ho Chi Minh City tax authority, praised Vietcombank’s efforts in helping household businesses access digital tools for cash flow management, cashless payments, electronic tax filing, and tax payments.
He said the integration of tax authorities, banks, and sales-support platforms is expected to improve voluntary tax compliance, reduce errors in fulfilling tax obligations, and accelerate the digitalization of household businesses nationwide.
On April 15, Sacombank signed cooperation agreements with the General Department of Taxation under the Ministry of Finance and tax authorities in 14 provinces and cities nationwide.
Representatives of both sides said the simultaneous signing across multiple localities demonstrated a commitment to implementing consistent support measures and rapidly expanding assistance programs for household businesses nationwide.
Nguyen Minh Tam, deputy CEO of Sacombank, said household businesses vary greatly in size and operating models.
The bank has analyzed the characteristics of different customer groups and developed specialized solutions based on simple processes, user-friendly equipment, easy operations, and optimized costs.
“We will continue investing in a dedicated ecosystem of solutions for household businesses and strengthen cooperation with tax authorities in communications, training, and practical guidance so that businesses can gradually adapt to new requirements while minimizing transition pressures,” a Sacombank representative said.
On February 4, Sacombank and Ho Chi Minh City’s tax authority also signed an agreement to provide tax policy guidance, support digital transformation, and promote electronic invoice implementation among household businesses in the city.
Meanwhile, HDBank has launched a fully subsidized support package that includes payment solutions, sales management tools, and tax declaration services for household businesses.
The bank offers business accounts with no maintenance, transfer, deposit, withdrawal, or tax payment fees through eTax Mobile.
In addition, the first 35,000 household businesses registering with HDBank can digitize their stores at no cost, including 14 months of free sales management software, one year of free digital signature services, 3,000 free electronic invoices, tax and social insurance declaration tools, compliance reporting tools, and electronic invoice registration services.
Eximbank has also introduced a zero-cost package for household businesses, including free account opening under the business name, free Eximbank Soundbox devices that announce incoming transactions, and convenient tax payment integration through the eTax Mobile application.
In addition to providing financing, Agribank has implemented various digital solutions to support household businesses in modernizing management models.
The bank offers fee reductions and exemptions on account services and electronic banking, as well as preferential loans and unsecured overdraft facilities of up to VND1 billion (US$37,977).

VPBank has developed an all-in-one digital platform that helps household businesses manage sales, accounting, electronic invoices, digital signatures, tax declarations, and tax payments on a single system.
Nguyen Duc Vinh, CEO of VPBank, said the bank focuses on solutions that are easy to use, easy to understand, and easy to maintain, while simplifying compliance procedures and helping businesses access formal financial services.
Techcombank, meanwhile, has built a digital ecosystem that supports household businesses in opening payment accounts, managing cash flow, filing taxes, accessing financing, and managing sales operations.
The bank offers online business accounts, the T-Shop sales management solution, and Shopcash unsecured loans with credit limits of up to VND1 billion.
Tran Duc Hieu, owner of Café 51 on Phan Chu Trinh Street in Hanoi, told Tuoi Tre (Youth) newspaper that cashless payments account for more than 90 percent of his shop’s revenue.
On some days, every customer pays by scanning QR codes.
“Digital payments help us monitor revenue accurately and easily. We no longer need manual bookkeeping as before. Since revenue is fully recorded, tax declarations have become much more convenient,” Hieu said.
Similarly, Nguyen Thi Huong, owner of a noodle shop in Ha Dong Ward, Hanoi, said separating business and personal accounts helps ensure revenue is properly recorded and cash flow is managed more clearly.
“I hope that after promotional periods end, solution providers and banks will continue maintaining low service fees so that small business owners can operate with confidence,” Huong said.
Tuoi Tre announced the Digital Finance Day 2026 at a press conference on May 26.
The event is set to open in Ho Chi Minh City on June 6.
The opening ceremony will be followed by a seminar themed ‘Smart Payments in the Digital Era’ at Rex Hotel and a concert offering a vibrant and modern musical experience on Nguyen Hue Pedestrian Street later the same day.
Interactive activities and experiences are scheduled from 7:30 am on June 6 to 9:30 pm on June 7.
The closing ceremony for the Digital Finance Day 2026 will be held on June 7 but the Shopping Season will last until September 30.
