Vietnam’s Prime Minister Pham Minh Chinh met with foreign diplomats in Hanoi on Thursday to present the country's recent shift to a two-tiered local government model, earning praise from ambassadors and international organizations for its forward-looking approach.

The meeting brought together Deputy Prime Ministers Bui Thanh Son and Le Thanh Long, other senior officials, and more than 80 ambassadors, diplomats, and representatives of international organizations, according to the Vietnam Government Portal.

Minister of Home Affairs Pham Thi Thanh Tra delivered an overview of the reform, describing it as a historic milestone that reflects a strategic vision to unlock development potential, enhance national governance, and raise Vietnam's profile on the global stage.

Speaking on behalf of the diplomatic corps, Moroccan Ambassador Jamale Chouaibi commended the restructuring of Vietnam's administrative system and highlighted the country's economic and social progress as evidence of its sound strategic direction.

He expressed confidence in Vietnam's continued climb in global rankings for sustainability, innovation, and economic freedom.

Chouaibi affirmed that foreign nations and institutions would continue supporting Vietnam's 2045 vision of becoming a high-income developed country.

Other representatives at the event pledged cooperation with Vietnam on its green development agenda, public administration reform, digital transformation, and social welfare goals.

In his remarks, Prime Minister Chinh thanked the international community for its support and reaffirmed Vietnam's strategic goal of becoming a modern industrialized nation with high middle income by 2030, and a high-income developed country by 2045.

He emphasized that Vietnam's development path is grounded in socialist democracy, the rule of law, and a socialist-oriented market economy, with the people at the center.

PM Chinh reiterated the country's foreign policy of independence, self-reliance, and the diversification of international ties.

He reaffirmed Vietnam's position as a friend, reliable partner, and responsible member of the international community.

He also underscored Vietnam's commitment to its 'four-no' defense policy and its cultural mission to protect national identity and uphold social equity.

The prime minister outlined ongoing reforms in governance, including initiatives in science, technology, innovation, digital integration, legal modernization, and private sector development.

He noted that new policies related to education, healthcare, and cultural development are also in progress.

Vietnam is targeting an economic growth rate of 8.3 to 8.5 percent this year, Chinh said, as it looks to build long-term momentum.

He welcomed continued input and collaboration from the diplomatic community to support peace, stability, and shared progress.

Vietnam's recent major administrative restructuring drive resulted in its 63 provinces and cities being reduced to 34 and local administrations being divided into provinces/cities and wards/communes, effective from July 1.
