The center’s primary mission is to proactively monitor, detect, and issue early warnings of cybersecurity risks, ensuring timely incident response and the protection of the province’s shared IT infrastructure and digital data for state agencies, businesses, and citizens.
It also deploys measures to build a secure and trustworthy digital environment.
Ho Van Muoi, chairman of the provincial administration, emphasized that the SOC must operate 24/7 without interruption, continuously updating and applying advanced global technologies to improve early warning capabilities and automate threat detection and response.

The provincial Department of Public Security was designated as the lead agency, responsible for coordinating with other departments, IT enterprises, and telecommunications providers, as well as training high-quality human resources and building a skilled technical team capable of handling any cyberincident.
Major General Truong Minh Duong, director of the provincial police department, described the SOC as a crucial tool to help police officers maintain their core role in ensuring cybersecurity, supporting digital transformation, socio-economic growth, security and national defense.
At the launch event, the police department also introduced the provincial cyberincident response team, led by the department’s deputy chief Huynh Ngoc Liem.
