The Central Committee, meeting at the Party’s headquarters in Hanoi, voted unanimously to retain To Lam as general secretary of the Communist Party of Vietnam for the 14th term, which lasts five years, following procedures set out in the Party’s charter and internal regulations.
The meeting marked the start of the new term of the Central Committee and addressed key organizational matters, including the election of the Politburo, the Secretariat, and the Party’s Central Inspection Commission, as well as decisions on senior leadership positions of the Party and the state.
To Lam, who served as general secretary during the 13th term (2021-2026), convened the meeting and delivered the opening address in his role as head of the previous Central Committee.

Born in 1957 in Hung Yen Province, To Lam is a professor and holds a doctorate in law.
He is a member of the Politburo and has served multiple terms on the Party Central Committee.
Before becoming general secretary, he held senior posts in the Ministry of Public Security, including minister, and previously served as state president in 2024.
He has been a deputy in the National Assembly across two terms.
