According to the provincial police department, a formal ceremony was recently held to announce the state president’s decision to commute the death sentences of 10 inmates held at the province’s detention facility.
The clemency, signed by President Luong Cuong on April 23, reflects the special leniency of the Vietnamese Party, state, and people, aimed at upholding national traditions of compassion and humanity.

This commutation is part of a broader clemency effort extended nationwide and timed with the 50th anniversary of the liberation of southern Vietnam and national reunification (April 30, 1975 – 2025).
The Lao Cai police department emphasized that the decision demonstrates the state's humane policy toward those convicted of especially serious crimes.
It offers the inmates a chance to live, repent, reform, and potentially reintegrate into society in the future.
Those granted clemency are required to strictly abide by their new sentences and court rulings, comply with prison regulations, and actively participate in labor, education, and moral rehabilitation.
Successful rehabilitation may lead to future sentence reductions or special amnesties as stipulated by Vietnam’s law.
